There is a problem with the contacts and dialler in Jelly Bean. it is widely known about and Samsung know about it but haven't as yet released a solution or indeed verified that it actually is a bug.

There is a thread over on xda that discusses it http://forum.xda-developers.com/showthread.php?t=1958171 general consensus seems to be to install a 3rd party dialler, I tried, it helped a little bit but the delay/lag was still there. I've just got used to it for now. and hoping it gets better with update releases.

I never had the issue with ICS, so this is definitely a JB problem.

You won't stop the lag, but you can shorten the delay by only displaying your main contact book. By using the dialer option you can still pick up the rest of your non-regular contacts, or you could always go in afterwards and unhide them if required.
